SAN :J O A Q U I N Environmental Health Department <br /> —COUNTY— <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WHITE ARROW INC 2402 S CALIFORNIA ST, STOCKTON Ma 14; 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> The forklifts are serviced by Watts. Disposal records for the used oil filters from the maintenance company were not <br /> found on site. Per California Health&Safety Code(HSC)25163, a valid hazardous waste transporter license is <br /> required to transport hazardous waste. Per Title 22 California Code of Regulations(CCR)66266.130, oil filters that <br /> are not completely drained need to be managed as hazardous waste. If the oil filters are completely drained,they <br /> can be disposed of via recycling.A bill of lading needs to be left with the facility for drained oil filters. Per 22 CCR <br /> 66266.130(c)(5), a bill of lading needs to indicate: the generator and transporter,the receiving company names, <br /> addresses and telephone numbers,the quantity and size of the used oil filter containers transferred, and the date of <br /> transfer. If the oil filters are being taken as recycling, immediately start to store the bill of ladings when the waste <br /> leaves the site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 13, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209) 468-3420. <br /> The following minor violation was corrected during the inspection: <br /> The emergency coordinator was missing from the contingency plan. There must be at least one emergency <br /> coordinator on site or on call to coordinate emergency response measures, and the following information must be <br /> posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill <br /> control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a <br /> direct alarm.
