Ai <br /> 4 <br /> + Former Stefano's Gasoline Station Page 2 <br /> 1419 East Charter Way February 2, 2012 . <br /> Stockton, California 95205 <br /> As stated in the letter dated 14 .October 2011 to the CUF, it is the opinion of the EHD that <br /> remediation of the secondary source of impacted groundwater through continued ozone <br /> injection using a reinstalled OZ-4-is still practicable; however, -in view of the decision by the <br /> CUF (issued by email dated 31 January 2012) thatthe "limited area of soil contamination and <br /> the direction of groundwater gradient was unlikely to create a vapor threat" and that the site <br /> should be closed, the EHD will not direct tt at OZ-4 be destroyed and new ozone injection <br /> points be installed. Instead,' the EHD will work to close this site since the CUF. has <br /> recommended site closure and there are limited reimbursements of expenses allotted to sites <br /> that have been recommended for closure consideration by the CUF; and the EHD also notes <br /> that the impacted,groundwater�has been reasonably delineated. <br /> To this end, the EHD directs that a closure summary report be submitted to the EHD by 15 <br /> May 2012 that: <br /> • Provides an estimate when groundwater will return to water quality goals; <br /> • Includes Table. 1 - Checklist of Required Data for .No Further Action Requests at <br /> Underground Tank Sites (Appendix A — .Reports, Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank <br /> Sites, dated` 16 April 2004, published `by the California. Environmental Protection <br /> Agency Regional Water Quality Control Board Central Valley Region; <br /> • Provides a declining trend analysis; <br /> • Addresses the human health risk and hazard posed to residents of the motel located <br /> approximately twenty feet from monitoring well MW-2 where high concentrations of <br /> contaminants of concern were detected; and <br /> • Provides calculations showing current estimates .of the residual dissolved and <br /> adsorbed contaminant masses of.total petroleum hydrocarbons as gasoline following <br /> remediation by injection of ozone between March and September 2011. <br /> The EHD directs .that all monitoring and sampling at this site be suspended while the site is <br /> being considered for closure.
