Prior to completing this work, the EHD directed that the groundwater be
tested for bromate and bromide and reported at a detection limit of 10 micrograms per liter (pg/L)
to determine whether the ongoing ozone injections may be degrading the aquifer quality. The
EHD also directed that a soil vapor intrusion evaluation be completed and submitted to this
department by 01 February 2010.
In Groundwater Monitoring Report — First Quarter 2010, dated 22 February 2010, submitted by
your consulting firm, Advanced GeoEnvironmental, Inc. (AGE), results for bromide and bromate
were reported at 740 pg/L, and less than 5 pg/L, respectively; AGE also stated that the injection
point was anticipated to be installed during the second quarter 2010.
To date, the shallow ozone injection point has not been installed, nor has the EHD received the
soil vapor intrusion evaluation. You are now directed to complete the installation of the one ozone
injection point within fourteen days of the date of this letter; and submit the evaluation of the
potential for vapor intrusion into structures at this site to the EHD within thirty days of the date of
this letter.
If you have any questions, please contact Vicki McCartney at (209) 468-9852 or by e-mail at
vmccartney@sjcehd.com.
