1� <br /> 1 0 INTRODUCTION <br /> Ramage Environmental was retained b Wright Environmental Services Inc (Wright)Y 9 { to prepare <br /> this Report, Quarterly Groundwater Monitoring and Cone Penetration Testing for submittal to the <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) and the <br /> Central Valley Regional Water Quality Control Board (RWQCB) The project scope of work was <br /> completed according to Ramage Environmental's Work Plan, Environmental Site Investigation, <br /> dated December 13, 1999, and Ramage Environmental's Status Report and Work Plan <br /> Addendum, dated March 27, 2001 PHSIEHD approved these work plan documents on December <br /> 27, 1999 and April 30, 2001 Copies of the work plan approval letters are included in Appendix A <br /> 1 1 Site Location and Description <br /> The former Stefano's Gas Station site is located at 1419 East Charter Way in the city of Stockton <br /> (San Joaquin County), California (Figure 1) The site is flat, mostly unpaved and occupies the <br /> northeast corner of East Charter Way and Sierra Nevada Street (Figure 2) The property is <br /> vacant undeveloped land, bordered to the north by a motel and to the east by a liquor store The <br /> San Joaquin County Fairgrounds are across Charter Way to the south of the site (Figure 3) <br /> Two, 10,000-gallon capacity, underground gasoline storage tanks (UST) and a dispenser island <br /> existed at the site The dispenser island was located over the top of the USTs in the central part <br /> of the site <br /> 1 2 Previous Work <br /> 1 2 1 UST System Removal and One Soil Borinq <br /> On October 27, 1992, the two USTs and associated dispenser island were removed from the site <br /> by Falcon Energy Associates (FEA) Three soil samples were collected from beneath each of the <br /> USTs and analyzed for Total Petroleum Hydrocarbons (TPH)-as-gasoline, benzene, toluene, <br /> ethylbenzene and xylenes (BTEX), ethylene dibromide (EDB) and total lead The laboratory _ <br />' results (Table 1) indicated that TPH-as-gasoline was detected at concentrations ranging from <br /> 1,300 to 4,400 milligrams per kilogram (mg/kg) <br /> i 5 <br /> r <br />
