1.0 INTRODUCTION <br /> Ramage Environmental was retained by Wright Environmental Services, Inc (Wright) to <br /> prepare this Fourth Quarter 1999 Groundwater Monitonng Report for submittal to the San <br /> Joaquin County Public Health Services Environmental Health Division (PHS/EHD) and <br /> the Central Valley Regional Water Quality Control Board (RWQCB) The project scope <br /> of work was completed in accordance with Ramage Environmental's Work Plan, <br /> Environmental Site Investigation, dated October 21, 1998 The Work Plan was reviewed <br /> and approved with comments by PHSIEHD on November 30, 1998 <br /> 1.1 Site Description <br /> The former Stefano's Gas Station site is located at 1419 East Charter Way in the city of <br /> Stockton (San Joaquin County), California (Figure 1) The site occupies the northeast <br /> corner of East Charter Way and Sierra Nevada Street (Figure 2) The property is vacant <br /> undeveloped land, bordered to the north by a motel and to the east by a liquor store <br /> The site is flat and mostly unpaved <br /> Two, 10,000-gallon capacity, underground gasoline storage tanks (UST) and a dispenser <br /> island existed at the site The dispenser island was located over the top of the USTs in <br /> the central part of the site <br /> 1.2 Previous Work <br /> On October 27, 1992, the two USTs and associated dispenser island were removed from <br /> the site by Falcon Energy Associates (FEA) Three sod samples were collected from <br /> beneath each of the USTs and analyzed for Total Petroleum Hydrocarbons (TPH)-as- <br /> gasoline, benzene, toluene, ethyibenzene and xylenes (BTEX), ethylene dibromide <br /> (EDB) and total lead Laboratory results indicated that TPH-as-gasoline was detected in <br /> all six soil samples at concentrations ranging from 1,300 to 4,400 milligrams per kilogram <br /> (mg/kg) Toluene, ethyibenzene and xylenes were detected, but benzene was not Total — <br /> lead and EDB were detected at concentrations below regulatory action levels <br /> On August 17, 1994, FEA drilled one soil boring (designated B-1), near the center of the <br /> former UST excavation, to a total depth of 60 feet below ground surface (bgs) Soil <br /> samples collected at 30 and 40 feet bgs contained detectable concentrations of TPH-as- <br /> gasoline, toluene, ethylbenzene and xylenes Soil samples collected at 55 and 60 feet <br /> bgs only contained trace concentrations of xylenes of up to 0 018 mg/kg A groundwater- <br /> grab sample collected from B-1 contained 76,000 micrograms per liter (µg11) of TPH-as- <br /> 3 <br />
