250'cubic yards of soil, or less, will be excavated. Following the completion of excavation
confirmation soil samples will be collected from the sidewalls and floor of the excavation. The soil
samples will be analyzed by a state-certified laboratory for TPHd, TPHg, BTEX and oxygenate
additives.
Excavated soil will be segregated based on field indications of contamination and stockpiled
pending analysis. Soil stockpiles will be underlain and covered by visqueen plastic. One four-tube
composite soil sample will be collected from each 50 cubic yards of stockpiled soil and submitted to
a state-certified laboratory for analysis. The suite of analyses will consist of Mid, TPHg, BTEX
and fuel oxygenates. Contaminated soil will be removed to an appropriately classified landfill for
disposal. Based upon knowledge of contaminant concentrations is it expected that the material will
be transported to the Class R Forward Landfill.
IF significant volumes of groundwater are encountered in the excavation a vacuum truck will be
i used to pump out the water and transport it to the Stockton Wastewater Treatment Plant under
i special permit. A special permit from the City of Stockton for this discharge is included in
Attachment C. Groundwater samples will subsequently be collected and analyzed by a state-
certified laboratory for the suite of analyses specified above.
Following the completion of excavation and sampling the pit will be backfilled to grade with
material removed from the replacement UST excavation and clean imported fill as needed and
I: appropriately compacted. Fieldwork will be conducted in accordance with the site-specific Health
4
and Safety Plan and Quality Control/Quality Assurance Plan on file with PHS/EHD. .
Following the completion of excavation a technical report will be submitted detailing the
methodology and results of the remedial actions.
7.0 SCHEDULE
{ It is anticipated that excavation and groundwater pumping can be completed within one month
following approval of the Workplan. Soil profiling and disposal can be completed within the
two week period after excavation and sampling has been completed. Assuming that the
Workplan is approved by May 21, 1999, the remedial action and technical reporting should be
completed no later than July 15, 1999.
8.0 CERTIII~'ICATION
Signature of this report certifies that Ground Zero's professional services have been performed, our
findings obtained, and our conclusions prepared in accordance with customary principles and
practices in the fields of environmental science and engineering. No hazardous wastes were
generated as a result of the investigation. No waste from this investigation remains on site. The
analytical laboratory will ultimately dispose of collected soil and water samples.
This 'investigation was performed underthe direct supervision of Gregory P. Stahl, who has
reviewed and approved this report. The methods an'd procedures employed in the development of
this report conform to minimum industry standards.
