PURPOSE AND SCOPE <br /> The Health and Safety Plan for the Underground tank removal and soil excavation at 681 <br /> E. Lockeford St., provides for the protection of on-site personnel and the surrounding <br /> community during site remediation activities. The requirements and proceedures set forth <br /> in this plan will apply to all on-site personnel, including employees, subcontractors, site <br /> visitors and regulatory personnel. <br /> HAZARD ANAL YSIS <br /> The most significant risk associated with petroleum contaminated soil is potential <br /> exposure to aromatic compounds. Since we expect to be dealing exclusively with non- <br /> volatile compounds, the need for respiratory protection is not anticipated. Skin contact <br /> will be eliminated by use of protective clothing, eye wear, rubber boots and gloves. The <br /> Site Safety Officer will establish an exclusion zone encompassing a 50 foot radius from the <br /> work area. Access within this zone will be limited to required personnel. If volatile <br /> organic compounds are encountered, total organic vapors will be monitored within the <br /> exclusion zone using a Flame Ionization Detector(FID) calibrated for benzene the most <br /> toxic of the aromatic hydrocarbons. Current recommended exposure limitations for <br /> potential site contaminants are presented in Table 1. <br /> PERSONAL PROTECTIVE EQUIPMENT <br /> A minimum of Level D protection will be required within the exclusion zone for any <br /> workers engaged in sample collection or other activities on this site. Level D protection <br /> will include: <br /> Disposable Tyvek coverall <br /> Rubber boots with steel toe <br /> Splash goggles or safety glasses <br /> Chemical resistant disposable gloves <br /> Hard hats <br /> Level C protection will be required if FID readings exceeding 10 ppm over background <br /> concentrations are recorded in the workers breathing zone. Level C protection will <br /> consist of: <br /> Disposable Tyvek coverall <br /> Rubber boots with steel toe <br /> Splash goggles <br /> Chemical resistant disposal gloves (inner) <br /> Chemical resistant outer gloves <br /> MSHA/NIOSH approved half-mask air purifying respirator <br /> with dual organic vapor cartridges <br />
