The State of California has made <br /> it as difficult as possible for us to comply. <br /> Our desired intent is to close a below grade concrete sump. <br /> The sump poses a hazard to Eldorado Chemical Co. , Inc. , and <br /> to the environment. We have been trying to accomplish this <br /> since 1984 . We have spent large sums of money for engineering <br /> firms, testing, and for our employees working on this project. <br /> Our plant must keep operating if we are to pay for all this . <br /> We ask that we perform the work of closure in a fashion that <br /> will allow us to continue operations . We now have an open ditch <br /> cut through concrete. The concrete around the ditch continues <br /> to break up as time passes .
