We agree with you that it is important <br /> to proceed with closure of your sump to protect the environment. We also under- <br /> stand that the presently excavated pipeline is an inconvenience and impeding your <br /> business. However, the below grade sump has been "classified" by the California <br /> Department of Health Services as an underground tank containing hazardous waste <br /> material . Therefore, the Department and not the Board, will have to approve final <br /> tank closure. Please direct further questions on the sump closure to the Depart- <br /> ment's project coordinator, Mr. Don Shaulis at (916) 739-3138. <br /> With respect to your on-site sump, the Board requires as part of the revised <br /> closure plan, that Eldorado Chemical define the horizontal and vertical extent of <br /> soil contamination, if any, and sample the underlying ground water to determine if <br /> any pollution has occurred. Our concerns were previously transmitted to the <br /> Department of Health Services and incorporated into its 6 July 1987 response to <br /> the original sump closure plan. Additional concerns of the Board, which became <br /> apparent during the recent inspection of the facility, were transmitted to Larry <br /> Mc Gown on 7 August 1987, Since resubmittal of the closure plan was delayed until <br /> September 1987, it should be no problem to address those concerns. <br /> If you have any questions, please call me at (916) 361-5670. <br /> Sincerely, <br /> ANTONIA K.
