33 5• Post-closure plan; amendment of plan. (a) The o•:ner or operator shall have a written post-closure plan. He shall keep this plan at the facility. This Plan shall identify the activities which will be carried on after final closure and the frequency of those activities. The post-closure plan shall include at least : (1 ) Ground-water monitorina activities and frequencies as specified elsewhere in this document for the post- closure period; and (2) Maintenance activities and frequencies to ensure: (1 ) the integrity of the cap and final cover or other containment structures as specified elsewhere in this document, and (2) the function of the facility' s monitoring equipment. (b) The owner or operator may amend his post-closure plan at any time during the active life of the disposal facility or durine the oast-closure care period. The owner or operator shall amend his plan any time changes in operating plans or facilities desion affect his post-closure plan. (c) The owner or operator shall submit his post-closure plan to the California Regional Water Quality Control Board at least 180 days before the date he expects to begin closure. The California Regional Water Quality Control Board will modify or approve the plan within 90 days of receipt and after providing the owner or operator and the affected public (through a newspaper notice) the opportunity to submit written comments . The plan may be modified to include security equipment maintenance under Item 4 (b) . Any amendments to the plan under Item 5(b) which occur after approval of the plan shall also be approved by the California Regional Water Quality Control Board before they may be implemented. E. Notice to local land authority. Within 90 days after closure is completed, the owner or operator shall submit to the local land authority and to the California Regional Water Quality Control Board a survey plat indicating the location and dimensions of landfill cells or other disposal areas with respect to permanently surveyed benchmarks. This plat shall be prepared and certified by a professional land surveyor. The Plat filed with the local land authority shall contain a note, prominently displayed. which states the owner`s or operator' s oblic_ation to restrict disturbance of the site as specified in Item 4(c i . In addition, the owner or operator shall submit to the California Regional Water Quality Control Board, and to the local land authority a record of the type, location, and quantity of hazaraous wastes disposed of within each cell or area of the facility. For wastes disposed of before the effective date of this document . the owner or operator shall identify the type, location , and auantity of the wastes to the best of his knowledge and in accordance with any records he has kept.
