Box 5158 <br /> Stockton, CA 95205 <br /> Dear Mr. McGowan: <br /> EL DORADO CHEMICAL COMPANY, INCORPORATED, UNDERGROUND WASTE TANK <br /> CLOSURE <br /> Donald Shaulis of this Department and Richard Azevedo of the <br /> Central Valley Regional Water Quality Control Board inspected <br /> your facility on May 27 , 1987 . During that inspection, they <br /> observed the waste tank that you previously submitted a Closure <br /> Plan for and the open trench where part of the waste line to the <br /> tank has been excavated. <br /> The Department has reviewed the results of your analysis of the <br /> soil from this trench. Sampling and analysis of waste must be <br /> performed as described in "Test Methods for Evaluating Solid <br /> Waste, Physical/Chemical Methods" , SW 846, Second Edition, U.S. <br /> Environmental Protection Agency, 1982 . In addition, all testing <br /> must be performed by a laboratory certified by the Department. <br /> If you cannot establish that the analytical results previously <br /> submitted were obtained in this manner, you are hereby required <br /> to perform additional sampling and analysis as follows. Samples <br /> shall be collected at eighteen inches below the present surface <br /> of the open trench at locations A, B, Sump 2 , and Sump 3 as <br /> indicated on your previous submittal. These samples shall be <br /> analyzed for phenol, total chromium and EPA 601 parameters. <br /> If E1 Dorado Chemical Company, Inc. can demonstrate that this <br /> trench is free of contamination, the Department will approve <br /> backfilling prior to completion of tank removal. The Closure <br /> Plan for the tank is currently under review and you will receive <br /> our comments at a later date. Our comments will also address <br /> removal of the remainder of the leaking waste line including the <br /> portion in the building where the waste is generated. <br />
