• <br /> WORK PLAN FOR LYSIMETER INSTALLATION <br /> November 1995 <br /> Re-Manufacturing Ltd., Rental Machinery Co., Inc. and Stanley S. Moore <br /> 1825 Charter Way <br /> Stockton, California <br /> 1.0. INTRODUCTION <br /> In accordance with the request of Mr. Kit Bennett, Advanced GeoEnvironmental, Inc. (AGE) has <br /> prepared this Work Plan for the installation of lysimeters at 1825 Charter Way, in Stockton, <br /> California. The scope of work includes the installation of four suction lysimeters and the collection <br /> of four soil samples from the clay cap for permeability testing. The lysimeters will be installed within <br /> and around the former surface impoundment at the site. The location of the site is illustrated in <br /> Figure 1; a plan of the site is illustrated in Figure 2. <br /> , 2.0. BACKGROUND <br /> 2.1. SITE DESCRIPTION <br /> The site is located on an 5-acre property in southeast Stockton. Mormon Slough is located <br /> immediately north of the site. A former surface impoundment (Class I Landfill) is located in the <br /> northeast corner of the property, adjacent to Mormon Slough (Figure 2). <br /> 2.2. SURFACE IMPOUNDMENT <br /> An unlined surface impoundment (SI) was located at the northeast comer of the property and was <br /> created around 1970. According to the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB), the SI was used by Re-Manufacturing to "dispose of steam cleaning wastewater." <br /> Constituents which were discharged into the SI included"solvents, acids, petroleum waste and steam <br /> cleaning wastewater." The SI was utilized as a discharge area until approximately 1979. However, <br /> waste water from the stream cleaning operation was discharged intermittently into the SI until 1988. <br /> In 1978, a Cleanup and Abatement (C&A) Order was issued to Mr. Stanley Moore by the <br /> CVRWQCB. Full compliance of the C&A was never achieved. In 1988, it was determined that the <br /> SI was subject to regulation under the Toxic Pit Cleanup Act (TPCA); compliance with the TPCA <br /> was requested. In 1989, an additional C&A Order was issued. <br /> 2.3. EXCAVATION AND DISPOSAL OF CONTAMINATED MATERIALS <br /> The C&A Order issued in 1989(No.89-708) ordered the removal and disposal of all sludge and soils <br />
