The remediation is <br /> managed by Miller Springs Remediation Management Inc. (MSRM) and its consultant, Geomatrix <br /> Consultants. Immediately adjacent to and downgradient of the site is a residential development known <br /> as Bridgeport Trails. In June 2001, Geomatrix Consultants prepared a Human Health Risk Assessment <br /> (HRA) evaluating the risk of groundwater pollutants to residents of Bridgeport Trails. This HRA was <br /> reviewed by staff of the Office of Environmental Health Hazard Assessment(OEHHA) in its 29 May <br /> 2002 review Memorandum. OxyChem also provided an October 2004 Groundwater Cleanup and <br /> Contingency Plan prepared by Geomatrix Consultants. <br /> On behalf of Trimark San Joaquin LLC,the Bridgeport Trails developer,Iris Environmental submitted <br /> comments in its 22 November 2004 letter recommending measures to protect the health of Bridgeport <br /> Trails residents. <br /> In summary,Iris Environmental recommends the following: <br /> 1. OxyChem should conduct a soil gas survey for all volatile constituents of concern that have migrated <br /> under the development, recalculate risks to residents, update the Human Health Risk Assessment, <br /> and communicate this update to residents. OxyChem should do this every five years. <br /> 2. Institutional controls that OxyChem has proposed to restrict groundwater uses beneath Bridgeport <br /> Trails and to limit future land uses of the OxyChem site to industrial uses are insufficient to assure <br /> that remediation will be completed. OxyChem should prepare an Institutional Control <br /> Implementation Plan detailing responsibilities for the life of the institutional control, and a regulatory <br /> agency should enforce the Implementation Plan. <br /> 3. The Central Valley Regional Water Quality Control Board (Regional Board) should require that <br /> OxyChem set aside moneys to pre-fund the remediation project,thereby assuring that OxyChem's <br /> long-term performance obligations will be met. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
