Glenn Springs Holdings, Inc. has <br /> responsibility for Occidental Chemical Company(OCC) and has directed its consultant, <br /> Geomatrix Consultants, to conduct soil and groundwater investigation and remediation. We <br /> have reviewed the June 2001 Soil Remediation Plan (Soil RAP)prepared by Geomatrix that <br /> proposes a soil remediation strategy. <br /> The area of the site that contains the most contaminated soil is in the former container storage <br /> area. Geomatrix proposes to excavate about 1,780 cubic yards from this 6,000-square foot <br /> former container area, stockpile the excavated material in the warehouse, and process it through a <br /> low temperature thermal destruction(LTTD) system. Treated soil will be sampled to verify <br /> destruction to at least target cleanup levels, then backfilled into the excavation. <br /> The remainder of the site will be phytoremediated with poplar trees. The trees are anticipated to <br /> facilitate microbial destruction of pesticides and uptake nitrogen and other compounds. <br /> Geomatrix proposes to prepare a RAP for phytoremediation by 1 November 2001, and <br /> implement the work plan in January 2002. <br /> We concur that the area targeted for excavation warrants thermal destruction of contaminants, <br /> and LTTD is recognized as being effective for organochlorine compounds. To verify successful <br /> destruction of contaminants, Geomatrix proposes to obtain one verification sample consisting of <br /> four composited sub-samples from every 50 tons of soil processed. Board staff requires one <br /> composited sample from every 100 cubic yards of soil processed. In our 25 July 2001 telephone <br /> conversation, Mr. Tim Souther of Geomatrix related that the LTTD device includes a scale, and <br /> it is more accurate to weigh soil than to measure its volume. We agreed that Geomatrix may <br /> obtain a composited verification sample for each 50 tons provided that it meets the 100 cubic <br /> California Environmental Protection Agency <br /> ed Recycled Paper <br /> The energy challenge facing California is real.
