0 0 /4*SEEE <br /> ' GEOMATFIIX <br /> SITE ASSESSMENT WORK PLAN <br /> ' Helena Chemical Company <br /> 2245 West Charter Way, Stockton, California <br /> 1.0 INTRODUCTION <br /> ' In a September 2001 meeting in Stockton, California, with representatives of Helena Chemical <br /> Company (HCC), the City of Stockton Fire Department, the San Joaquin County Office of <br /> ' Emergency Services, the San Joaquin County Building and Plans Department, and San Joaquin <br /> County Public Health Department, Environmental Health Division (EHD), the EHD requested <br /> ta site assessment and work plan for the Helena Chemical Company facility located at 2245 <br /> West Charter Way, Stockton, California. Geomatrix has prepared this site assessment work <br /> plan on behalf of Helena Chemical Company. <br /> The work plan is organized to address the concerns expressed by the EHD during that meeting <br /> and subsequent telephone calls. Section 2.0 summarizes the background information; Section <br /> 3.0 summarizes regional hydrogeologic information; Section 4.0 summarizes the results of <br /> ' laboratory analysis of previous surface soil samples; Section 5.0 presents the proposed soil <br /> assessment; and Section 6.0 presents a preliminary schedule for implementation of the work <br /> ' plan. <br /> ' 2.0 BACKGROUND <br /> The HCC facility is located at the northeast corner of West Charter Way and Tillie Lewis <br /> ' Drive, in the city of Stockton, California, approximately 1 mile west of Interstate 5. It is <br /> bounded by warehouse distribution facilities to the north and east. HCC has occupied and used <br /> t this approximately 2-acre site for a farm chemical distribution business for about 7 years. Farm <br /> chemicals, liquid and dry, have been received in sealed packages, e.g. pails, drums, or bags, <br /> from their manufacturers and stored in the warehouse building. Liquid fertilizers have been <br /> treceived by tank truck, stored in bulk tanks, and distributed in bulk, by tank truck and/or trailer. <br /> ' Current facility structures include a portable office structure located adjacent to the west wall of <br /> the warehouse, a warehouse and office building, and a truck scale located in the northern <br /> ' portion of the site. Previously three bulk tank farm structures were located in the northwestern <br /> portion of the property.
