CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING ORDER NO. R5-2017-0817 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> RAYMOND INVESTMENT CORPORATION <br /> FORMER HELENA CHEMICAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> This Order is issued to the Raymond Investment Corporation (hereafter Discharger) <br /> pursuant to California Water Code section 13267, which authorizes the Executive <br /> Officer of the California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Central Valley Water Board) to issue a Monitoring and Reporting Order <br /> (Order). <br /> The Executive Officer finds: <br /> INTRODUCTION <br /> 1. The Discharger owns real property at 2245 Charter Way, Stockton, San Joaquin <br /> County (Site) which in the past has been leased to tenants who operated an <br /> agricultural chemical storage and distribution facility. <br /> 2. Site investigations show that soil and groundwater contain fertilizer and pesticide <br /> compounds, including nitrogen compounds and 1,2,3-trichloropropane. Site <br /> groundwater is encountered at about 6 to 12 feet below ground surface. This <br /> pollution has impaired the beneficial uses of groundwater resources at the Site. <br /> 3. The Discharger is conducting soil and groundwater investigation at the Site to define <br /> the extent of the pollution. <br /> 4. This Monitoring and Reporting Program (MRP) is issued by the Central Valley Water <br /> Board, pursuant to California Water Code (CWC) section 13267 and is necessary to <br /> delineate groundwater pollutant plumes, monitor contaminant mass trends, evaluate <br /> and implement an appropriate remedy, and determine whether the remedy is <br /> effective. <br /> 5. Existing data and information about the Site show the presence of nitrate and 1,2,3- <br /> trichloropropane emanating from the Site. The Discharger is responsible for the <br /> discharge because the Discharger owns real property at which tenants operated the <br /> agricultural chemical storage and distribution business that released the pollutants. <br /> 6. The Discharger shall not implement any changes to this MRP unless and until a <br /> revised MRP is issued by the Executive Officer. <br /> 7. Prior to construction of any new groundwater monitoring or extraction wells, and <br /> prior to destruction of any groundwater monitoring or extraction wells, the Discharger <br /> shall submit plans and specifications to the Central Valley Water Board for review <br />
