SITE INVESTIGATION WORK PLAN <br /> SECOND REVISION <br /> Former Helena Chemical Facility <br /> 2245 West Charter Way <br /> Stockton,California <br /> December 22,2015 <br /> 1.0 INTRODUCTION <br /> This work plan was prepared and revised by Condor Earth Technologies, Inc. (Condor) to describe the <br /> proposed Site investigation activities at the former location of Helena Chemical at 2245 West Charter <br /> Way, (Site) in Stockton, California (Figures 1 and 2, Appendix A). The Site is identified as Assessor's <br /> Parcel Number 163-36-017 and comprises 6.47 acres,according to county records. The Site is bordered to <br /> the west by Tillie Lewis Drive and to the south by Charter Way State Highway 4. The purpose of the <br /> work is to fill data gaps and improve the accuracy of interpretation for the lateral and vertical extents of <br /> fertilizer contamination related to aboveground storage tanks (ASTs) formerly located at the Site. The <br /> proposed work will include drilling and sampling soil and groundwater at 14 locations for laboratory <br /> analysis, then installing three groundwater monitoring wells, and collecting groundwater samples for <br /> laboratory analyses. The Site is located in the Central Valley region of California near the San Joaquin <br /> River and Delta,approximately 75 miles east of San Francisco. <br /> 1.1 RESPONSIBLE PARTY AND AGENCY <br /> Condor prepared this work plan at the request of Ms.Beverly Garcia of Raymond Investment Corporation <br /> (property owner) and as directed by Ms. Pamela Creedon of the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) in the letter dated April 1,2014.The work plan,dated June 17, 2014 was sent <br /> to the CVRWQCB for review.The work plan was reviewed and Aimee Phiri of the CVRWQCB requested <br /> additional information on August 21, 2014.The additional information was provided in a letter October 29, <br /> 2014. CVRWQCB representatives visited the Site on January 30, 2015. The CVRWQCB requested a <br /> revised work plan in the letter dated February 6, 2015. After submission of the Revised Work Plan, the <br /> CVRWQCB issued further comments and requested a second revision to the work plan in a letter dated <br /> September 10, 2015. In order to facilitate final approval, Condor and CVRWQCB agreed on the revisions <br /> herein during a conference call on December 3,2015. <br /> This work plan was revised based on United States Environmental Protection Agency Region 9 (EPA) <br /> Sampling and Analysis Plan Guidance and Template, Version 4 General Projects, R9 QA1009.1, May <br /> 2014. All work conducted by Condor will be under the supervision of a California Certified Engineering <br /> Geologist.
