Site Investigation Work Plan-Second Revision <br /> Raymond Investment Cotpomdon <br /> Former Helena Chemical Facility <br /> Page 3 <br /> On September 15, 2001, Geomatrix sampled the contents of three five gallon containers noted in an <br /> August 17, 2001 SJCEHD inspection report. The contents were tested for organochlorine and <br /> organophosphate pesticides (OCPs and OPPs), heavy metals, Total Petroleum Hydrocarbons (TPHs), <br /> nitrates, and TKN. A lawyer's letter, dated October 29, 2001, to the SJCEHD indicated that "No <br /> pesticides, organic chemicals or petroleum hydrocarbons were detected in any of the samples, and that <br /> heavy metals were at background levels." The analytical results were included with the lawyers letter <br /> (Page 16 8-18 1 second half Phase I PDF). <br /> On September 17, 2001, Geomatrix Consultants, Inc. collected five surface samples at the former bulk <br /> tank farm area. Three samples were analyzed. OCPs and OPPs were analyzed. The laboratory reported <br /> that concentrations were below the reported detection limits (Pages 113-123 second half Phase I PDF). <br /> The metals Arsenic, Barium, Cadmium, Chromium, Lead, Selenium, Silver, and Mercury were analyzed. <br /> OCPs and OPPs and heavy metals were interpreted to be within published background ranges (Pagel21 <br /> second half Phase I PDF).TKN and Ammonia as N were detected at elevated concentrations. Geomatrix <br /> submitted a Soil Assessment Workplan dated November 20, 2001 to evaluate the lateral and vertical <br /> migration of TKN and ammonia in the vicinity of the three formerly located bulk tank farm structures <br /> (Pages 113-123 second half Phase I PDF). <br /> On April 3, 2002 Kleinfelder conducted a Geoprobe Soil Assessment at the Site for Helena Chemical <br /> Company, soil borings B-1 through B-18. Samples were collected at depths of 0(surface), 1,3,and 5 feet <br /> below ground surface (bgs). The Kleinfelder report, dated July 30, 2002 included the analytical results <br /> and a map showing the boring locations. TKN, ammonia, and nitrate were detected in all of the borings <br /> including the boring intended to serve as background concentrations sample location (BG). The <br /> Kleinfelder report refers to inferred zero lines on an iso-concentration contours plot, but that figure was <br /> not available on GeoTracker(Pages 103-110 second half Phase I PDF). <br /> Highland Wholesale Foods leased the Site during 2006. On July 5,2006 a failed barrel of sulfur,a broken <br /> bag of lime,and seven containers of unknown waste were cited. Photos taken by SJEHD personnel show <br /> that the containers were located north of the off-site warehouse. Letters dated July 12 and July 14, 2006 <br /> indicated that the drums of sulfur and 10 pounds of lime had been removed and that some impacted soil <br /> had also been removed'. No confirmation sampling results were associated with these actions (Pages 50- <br /> 64 and 98 second half Phase I PDF). <br /> Condor contacted Brian Martasin of Andersen Environmental, the Firm that prepared the 2013 Phase I and <br /> Phase II ESAs. He provided a map of the August 2013 sampling locations. <br /> Condor contacted the agent, Mason Ross, of Pacific Coast Capital Partners, the owner of the adjacent <br /> property to the north. He indicated that they would not permit site access for the purposes of an <br /> environmental investigation. <br /> 2.3 GEOLOGICAL INFORMATION <br /> Surface soils are identified as Yellowlark gravelly loam on the United States Department of Agriculture <br /> Web Soil Survey. The underlying soils are identified as Quaternary Alluvium on the California Geologic <br /> Survey(CGS)2010 State Geologic Map.Previous CGS maps have identified the soils as belonging to the <br /> Modesto or Modesto/Riverbank Formations which are formed from arkosic alluvium. <br /> ' Waste stream documentation indicated that waste contained Endosulfan,an organochlorine pesticide (Page 156 of <br /> second half of Phase I PDF). <br /> n <br /> t., CONDOR <br />
