(AGE) on your behalf for the
Former Hess DuBois Cleaners at 348 West Harding Way in Stockton (site). The Work Plan
proposed installing four multi-level wells for groundwater sampling and 15 soil borings for soil
gas sampling to delineate the extent of Stoddard solvent and tetrachloroethene (PCE) and its
breakdown products. On 5 May 2005, Regional Board staff received a figure illustrating the
construction of the multi-level well as requested. Since that time, Regional Board staff has
remained in contact with your consultant, Mr. Robert Marty of AGE, asking the status of the
State Water Resources Control Board Cleanup Fund appeal and if there are insurance records
during the time of the operation when PCE was used. During this time, the work proposed in the
Work Plan has not been completed and no insurance information has been provided.
The extent of the PCE and breakdown products pollution in groundwater is not delineated and
the migration of plume is in the direction of a school. Based on this, the Work Plan must be
implemented. By 31 May 2005,please provide a letter stating your intentions to investigate and
cleanup the PCE and its breakdown products and Stoddard solvent pollution originating from the
site. By 30 September 2005, submit an investigation report detailing the well installation
activities and groundwater and soil gas sampling results. If you have any questions, you may
contact me at (916) 464-4719 or dlewis@waterboards.ca.gov.
DEVRA LEWIS
Environmental Scientist
cc: Mr. James Barton, UST Unit, Regional Water Quality Control Board, Sacramento
Mr. Mike Infurna, San Joaquin County Environmental Health Department, Stockton
Mr. Robert Marty, Advanced GeoEnvironmental, Inc., Stockton
California Environmental Protection Agency
(a Recycled Paper
