(PES) has prepared this letter in response to your August 28, 1991 <br /> letter addressed to Jeff Werner of Geweke Properties regarding the above-referenced site. <br /> Your letter raises the following issues: (1) reinjection of treated groundwater, (2) further <br /> testing of aquifer properties, (3) the basis for our capture zone calculations, and (4) vapor <br /> extraction of fuel hydrocarbons in soil. In addition, this letter presents a proposed revision <br /> to the groundwater monitoring plan presented in your August 19, 1991 letter. <br /> PES has the following comments regarding the issues raised in your August 28, 1991 letter. <br /> (1) Reinjection of treated groundwater will be considered in the evaluation of possible <br /> disposal methodologies. <br /> (2) As discussed and approved by Elizabeth Thayer (CVRWQCB) during our <br /> conversation on September 6, 1991, further testing of aquifer properties is not <br /> necessary for the following reasons: <br /> • The aquifer test was conducted to provide information for the design of a groundwater <br /> extraction and treatment system. This approach was stated in our February 12, 1991 <br /> Work Plan and approved by the PHS/EHD and CVRWQCB; <br /> • In agreement with our Work Plan, the duration of the aquifer test was 354 minutes. <br /> The first three steps were run until quasi-equilibrium conditions were reached <br /> (approximately 1 hour steps) and the fourth step was run for 168 minutes. Because <br /> quasi-equilibrium conditions were reached during the aquifer test, the hydraulic <br /> properties of the aquifer could be estimated. The results of the aquifer test provided <br /> reasonable values for transmissivity and hydraulic conductivity. These values are <br /> representative of the subsurface materials encountered in the water-bearing zone; <br /> kobvii\rat iffl wp5 <br /> P.O.
