Significant levels of hydrocarbons were detected <br /> in samples from three of the four newly installed monitoring wells. The only well <br /> which showed no hydrocarbons was the upgradient well . <br /> We agree with your consultants conclusion that dissolved phase petroleum hydrocarbons <br /> have migrated off-site beyond the locations of the newly installed monitoring wells. <br /> Therefore, it will be necessary to conduct further investigation to adequately <br /> determine the extent of contaminant migration. However, conducting this investigation <br /> should not prohibit you from proceeding with the initial design phase of a remediation <br /> plan to address the contamination, as required by Order No. 90-702. This plan may be <br /> modified or expanded to address the full extent of contamination after the <br /> investigation is completed. <br /> We note that there have been significant delays in the progress of this investigation. <br /> Although we believe the time schedule included in the Cleanup and Abatement Order was <br /> achievable, we note that you have previously objected to this time schedule. <br /> Therefore, we request that, along with the proposed remedial action plan, you also <br /> submit a proposed time schedule for completing the ground water investigation and <br /> implementing the remedial action plan. <br /> By 28 September 1990, please submit an initial remedial action plan, a proposal for <br /> further ground water investigation, and a time schedule for completion of these tasks. <br /> If you have any questions, please call Tom Peltier at (916) 361-5731 . <br /> WILLIAM H.
