On May 22,
1990, Brown and Caldwell personnel contacted the San Joaquin County Public Health Services
Environmental Health Division (County) to inform them that drilling permit applications and fee
were being hand delivered to them for processing. The County stated that approved
encroachment permits from the City of Lodi (City) were required prior to the processing of
drilling permits. On May 24, 1990, a request (letter dated May 23, 1990 to Mr. Richard Prima,
City) for encroachment permits was submitted to the City. The City required an insurance
certificate from Geweke naming the City as additional insured in order to issue the encroachment
permit. On June 1, 1990, the proper certificate was submitted by Geweke and the encroachment
permits were issued.
On June 5, 1990, the drilling permit package, including a copy of the encroachment permit, were
hand delivered to Ms. Eleanor Ratliff of the County. Attached to the package was a letter
requesting that the permitting process be completed on an overtime basis. The County has
informed Brown and Caldwell that under this request the permits would be approved within 10
days. Upon approval of the permits drilling will be scheduled.
Brown and Caldwell has received final laboratory results from groundwater samples collected
from the five existing on-site wells. Table 1 presents the analytical data from this sampling event
as well as previous sampling events. A full laboratory report is included with this letter as
Exhibit A. The data indicate that dissolved hydrocarbons are present in the groundwater from
four of the five monitoring wells. No free floating product has been observed in any of these
wells.
