On May 22, <br /> 1990, Brown and Caldwell personnel contacted the San Joaquin County Public Health Services <br /> Environmental Health Division (County) to inform them that drilling permit applications and fee <br /> were being hand delivered to them for processing. The County stated that approved <br /> encroachment permits from the City of Lodi (City) were required prior to the processing of <br /> drilling permits. On May 24, 1990, a request (letter dated May 23, 1990 to Mr. Richard Prima, <br /> City) for encroachment permits was submitted to the City. The City required an insurance <br /> certificate from Geweke naming the City as additional insured in order to issue the encroachment <br /> permit. On June 1, 1990, the proper certificate was submitted by Geweke and the encroachment <br /> permits were issued. <br /> On June 5, 1990, the drilling permit package, including a copy of the encroachment permit, were <br /> hand delivered to Ms. Eleanor Ratliff of the County. Attached to the package was a letter <br /> requesting that the permitting process be completed on an overtime basis. The County has <br /> informed Brown and Caldwell that under this request the permits would be approved within 10 <br /> days. Upon approval of the permits drilling will be scheduled. <br /> Brown and Caldwell has received final laboratory results from groundwater samples collected <br /> from the five existing on-site wells. Table 1 presents the analytical data from this sampling event <br /> as well as previous sampling events. A full laboratory report is included with this letter as <br /> Exhibit A. The data indicate that dissolved hydrocarbons are present in the groundwater from <br /> four of the five monitoring wells. No free floating product has been observed in any of these <br /> wells. <br />
