Box 2009 ENVIROMENTAL HEALTH Stockton, CA 95201 FERMIT/SERVICES <br /> Wednesday, December 17, 1986, my office was verbally notified by Mr. <br /> Stephen Boll of the California Regional Water Quality Control Board of <br /> lab results received from a monitoring well located on Cherokee Lane <br /> ,just south of Pine Street in Lodi . Mr. Boll stated that extremely high <br /> levels of Benzene (1 ,100 ppb) , Toluene (1,500 ppb) , and Xylene (13,000 <br /> Ppb) were found in the groundwater at this location. These levels far <br /> exceed the action levels established by the EPA of . 7 ppb, 100 ppb, and <br /> 620 ppb, respectively. Mr. Boll suggested that the City check for <br /> these pollutants in the wells down gradient from the contaminated <br /> site. We have now sampled the three closest wells and should have <br /> complete test results by December 26, 1986. <br /> We understand that the latest tests were conducted in February of 1986, <br /> however, other initial tests were taken in the middle of 1985. The <br /> City 's concern is that the results of the tests conducted in February, <br /> which confirmed major groundwater contamination within City of Lodi <br /> boundaries , were not brought to our attention for over 10 months. <br /> The City of Lodi serves water to over 43,000 residents. The <br /> underground water supply is Lodi ' s only source and, therefore, we are <br /> taking this contamination very seriously, as should any agency involved <br /> with the protection of the groundwater supply. <br /> The Citv feels there has been a real lack of communication and that we <br /> should have been notified long ago. Since your agency is the lead <br /> agency in the County for the underground fuel tank contamination <br /> program, we are requestintl that you develop a formal notification plan <br /> to alert all water suppliers and the State Health Department of any <br /> suspected contamination sites which could affect a Supp ier s water <br /> source. Until this notification plan is developed, the City of Lodi is <br /> requesting to be informed immediately (within the next two weeks) of <br /> all other known groundwater contaminations within Lodi 's water system's <br /> sphere of influence as shown on the attached plan. It may be that <br /> there is justification for other immediate testing. <br /> For your information, a similar letter and request is being sent to the <br /> California Regional Water Quality Control Board. <br />
