In summary your data show:
- there is substantial soil and ground water contamination on the site;
- one or more underground tank systems (now removed) may have leaked;
- the greatest hydrocarbon concentration in ground water is at the former pump
island and decreases radially from there; and
- that MW-5, cross gradient, may be part of an outside contamination source.
Based on our review, and that of the San Joaquin Environmental Health District, we
disagree with your finding that "there is proven off-site contamination that has
not been linked to the Geweke property", which implies that you will take no
remedial action to correct the soil and ground water contamination. In our judge-
ment,. you have not provided evidence that there is a possibility of upgradient
contamination. In fact, your upgradient well (MW-2) is "clean" . It appears that
the leak(s) have resulted from the waste oil tanks (MW-1) , gasoline storage tanks
(MW-3) and the pump island (MW-4) . MW-5 contamination may result from migration
through the soil and spreading on the ground water attributable to the "flat"
ground water gradient (42 feet per mile) .
