Mr. Kenneth Earnest
Ultramar Inc.
• February 3, 1995
Page 2
Soil ManaLyernent
A Delta representative will be on-site to supervise the segregation of excavated soil and to collect soil
samples. During removal of the existing tanks and lines, excavated soil will be monitored with a
photoionization detector (PID). Excavated soil will be segregated into stockpiles based on the
presence or absence of petroleum hydrocarbons, as determined by the PID readings and subjective
analysis. Native soil which contains petroleum hydrocarbons may be overexcavated if feasible. Soil
stockpiles will be covered with plastic at the end of each day.
Soil which is acceptable to the Sacramento County Landfill will be transported to that facility for
disposable, other soil will be transported to Biolndustries, Inc. in Red Bluff, California.
Soil Samuling
After removal of the existing tanks and lines, soil samples will be collected from approximately 2 feet
below the backfill/native soil interface at each end and the center of each former tank location. One
soil sample will be collected from beneath the former distribution lines for each 20 linear feet of
piping, and one soil sample will be collected from beneath each of the former product dispensers.
Additional soil samples may be collected from overexcavated trenches by Delta at the discretion of
. the San Joaquin County representative at the site. Four soil samples will be collected from each
50 cubic yards of stockpiled soil, with each set of four samples to be composited in the laboratory
prior to analysis. Soil samples will be collected in 2-inch diameter by 6-inch long brass tubes, which
will be sealed with Teflon tape and plastic caps. The samples will be stored in an ice chest cooled
to 4°C for transport to the laboratory.
Soil samples will be submitted to a state-certified laboratory for analysis of benzene, toluene,
ethylbenzene, xylenes, and TPH as gasoline. The samples will be analyzed using methods approved
by the U.S. Environmental Protection Agency and the California Department of Health Services.
Remarks/Signatures
Delta recommends that a copy of this letter be forwarded to:
Mr. Harlin Knoll Mr. James B. Maughan
Environmental Health Division California Regional Water
Public Health Services Quality Control Board,
San Joaquin County Central Valley Region
1601 East Hazelton Avenue 3443 Routier Road
Stockton, California, 95201 Sacramento, California 95827
