The unit is equipped with an automatic temperature control device which turns off the entire system in the event the catalyst bed temperature exceeds 1050OF or falls below 6000F. The temperature of the catalyst is recorded continuously. The temperature of the catalyst bed increases with the concentration of the influent. The unit is designed for a maximum influent concentration of about 3250 ppm or 25% of the Low Explosive Limit (LEL) for gasoline. Specifications for the incinerator are presented in Appendix C. REGULATORY AUTHORIZATION AND PERMITTING ` Authorization to operate the incinerator is required from the San Joaquin Valley Unified Air Pollution Control District. EVAX Technologies submitted for the necessary air permits in June 1991 . The application was deemed complete by the District in August 1991. The approved Authority to Construct was issued on 13 January 1992. Notification of the operation will also be issued to other local agencies including the San Joaquin County Public Health Services and the Fire Department. Pursuant to Section 280.67, Subpart F of 40 CFR of the Federal Register, the public must be notified of the proposed remedial action plan. To satisfy this requirement, a copy of this plan will be made available for public review at the Manteca Library. CCOFL� Of- W �it -�S CATALYTIC INCINERATOR INSTALLATION The catalytic incinerator and accumulator/water knockout device will be delivered to the site, installed in the equipment area and connected to the extraction system. OPERATION AND MAINTENANCE The system will be operated and maintained by EVAX Technologies Field Operations Group. These activities will be under the direction of an EVAX Technologies Project Engineer. Start-up Upon satisfying all regulatory requirements, operation of the vapor extraction system will begin.
