Former ARCO Station #6100 - 3 - 23 February 2017 <br /> 25775 South Patterson Pass Road <br /> Tracy, San Joaquin County <br /> insufficient water for sampling. Many of these wells have been repeatedly dry, and <br /> several have been dry since installation. Due to the number of dry wells, the current <br /> extent of groundwater pollution cannot be properly evaluated. In my letter dated <br /> 13 October 2016, 1 requested identification of Site wells that have repeatedly been <br /> reported to be dry or have insufficient water, and recommendations for replacement <br /> based on an evaluation of Site hydrogeologic conditions. The submitted SCM <br /> included no such recommendations. In the Revised Work Plan due 31 March 2017, <br /> please include identification of dry wells and recommendations for replacement. <br /> Please also include a scope of work for implementation of the proposed well <br /> destructions and replacements. <br /> In summary, the Central Valley Water Board requests the following: <br /> • By 31 March 2017, please submit a Revised Work Plan which includes: <br /> o Clarification of the intended location of boring B-49. <br /> o A proposal for additional shallow soil confirmation sampling near sample <br /> L2-1-2.5. <br /> o A proposal for the collection of soil samples in the vicinity of the former waste <br /> oil tank with analysis to include TPHg, TPHd, TOG, VOCs, SVOCs, PCBs, <br /> PAHs, and Title 22 metals. <br /> o A proposal to collect soil outside of the hydrocarbon impacted area to <br /> establish background metals concentrations. <br /> o Identification of dry wells, and recommendations for replacement. <br /> o A proposal for well replacements based on the recommendations. <br /> • By 30 April 2017, please submit the first quarter 2017 Groundwater Monitoring <br /> Report and Remediation Progress Report, including the results of the vapor rebound <br /> testing. <br /> If you have any questions or concerns regarding comments in this letter please call me at <br /> (916) 464-4615 or contact me by email at aIan.buehler@waterboards.ca.gov. <br /> /s/original signed by <br /> Alan M.
