Gates are locked during non-operating hours.Additionally, the facility
is monitored by security cameras 24 hours per day.
This is what the regulations requires-
(g) Security(excluding oil production facilities). Describe in your Plan how you secure and control access to the oil
handling, processing and storage areas; secure master flow and drain valves; prevent unauthorized access to
starter controls on oil pumps; secure out-of-service and loading/unloading connections of oil pipelines; and address
the appropriateness of security lighting to both prevent acts of vandalism and assist in the discovery of oil
discharges.
The appropriateness of security lighting to both prevent acts of vandalism and assist in the discovery of oil discharges is
not addressed.
I have included an updated list of open violations. Most of the violations will require a statement of compliance, how the
violations were corrected. There is one violation that requires the submission of the inventory portion of the Hazardous
Materials Business Plan(HMBP)through the California Environmental Reporting System (CERS).The Aboveground
Petroleum Storage Act (APSA) program will also need to be added to business activities page of CERS.
Feel free to contact me with any questions or concerns.
FREE classes presented by NES Inc. are available to all San Joaquin County Hazardous Waste, Underground Storage Tank,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
Thank you,
Cesar Ruvalcaba
San Joaquin County Environmental Health Department
Environmental Health Specialist
1868 East Hazelton Ave
Stockton,CA 95205
$ (209)953-62131 A (209)464-01381 ® cruvalcaba@siaov.ora
1
