' Winston#120 <br /> Lodi,CA <br /> ' August 8,2002 <br /> 1.0 PROJECT DESCRIPTION <br /> ' This report presents the results of a Phase I Environmental Site Assessment and a Phase II Limited <br /> Subsurface Investigation(ESA)of Winston Tire Systems Store #120,located at 923 South Cherokee Lane, <br /> in Lodi, San Joaquin County, California. SECOR conducted this ESA in accordance with the Scope of <br /> ' Work presented in Goodyear's September 28, 2001, Combined Phase I and Phase 11 Environmental Site <br /> Assessment Specification. The Phase I portion is based, in part, on the American Society of Testing and <br /> Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase 1 Environmental Site <br /> ' Assessment Process, ASTMDesignation E1527-00(ASTM Practice El 527-00). <br /> The objective of the ESA is to complete a due diligence investigation to evaluate the environmental <br /> ' condition of the Site in order to establish an environmental baseline at the time of the change of status. The <br /> Phase II Limited Subsurface Investigation was designed to evaluate whether there was evidence that the <br /> property had been environmentally impacted and whether remediation of the impacted area may be required <br /> ' under local, State or Federal regulations. <br /> Messrs. Frank Gegunde and Sean Coyle conducted this ESA. Messrs. Gene Watson, Jack Hardin, and <br /> t Dennis Middleton reviewed the ESA. All are experienced professionals in the field of related environmental <br /> investigations. <br /> SECOR's investigative activities began on June 12, 2002 and concluded on July15, 2002, with the Site <br /> ' reconnaissance occurring on June 19, 2002. Mr. Coyle performed the Site reconnaissance. Mr. Matt <br /> Schneider(Site manager)provided information regarding past and current usage. Mr. Schneider provided <br /> access to the Site. Weather conditions during the reconnaissance were sunny and dry with ambient daytime <br /> ' air temperatures of approximately 80 degrees F.
