Ruvalcaba, Cesar
From: DPaul <spccorp@hotmaitcom>
Sent: Wednesday, May 22,2019 8:02 AM
To: Ruvalcaba,Cesar, Todd McWhorter
Subject: Re: Periodic Integrity Test Report- San Joaquin County Environmental Heath
Cesar:
We will review the inspection results/procedures with the STI SP001 inspector on our staff at the time and will
respond as promptly as possible. We understand each of the itemized issues you have asked for clarification
and will address each in the sequence you presented. We appreciate the opportunity to coordinate this data
as well as the procedures (yes, we are currently applying the 6th edition of the Standard) with your
jurisdiction. Thank you.
D. Paul McWhorter, CEO
SPC Corporation
From: Ruvalcaba,Cesar<cruvalcaba@sjgov.org>
Sent: Wednesday, May 22,2019 7:54 AM
To:SPCCorp@hotmaiLcom
Cc: MBermudez@maximcmne.com
Subject: Periodic Integrity Test Report-San Joaquin County Environmental Heath
Hi Paul,
As gathered from telephone conversations with you,the Periodic Integrity Test Certificates are the equivalent to the
SPCC SP-001 certified inspection reports.
The attached report was from an APSA/SPCC inspection conducted at Maxim Crane Works in Stockton,CA. on
10/08/2012. The attached inspection report would not qualify as a certified inspection report because it does not seem
to have the certified SP-001 inspector information as required by the standard and is missing some other required
statements or assessments. If a more recent inspection report exists, please provide the report along with any
checklists.
The requirements per section 7 of the 6' edition of the STI SP-001 standard, this is the same as the 4th edition, which is
referenced in the certificate.
7.10 In the final report, include field data, measurements, pictures, drawings, tables, and an inspection summary. In the
summary, identify unacceptable conditions and recommended and/or mandatory corrective actions. Determine the
suitability for continued service of the AST per Section 10.0 and document this in the final report. Include the date of the
next scheduled FEI or FII,as applicable. Include the inspector's name and certification number in the report.
Is there a detailed checklist of the inspection that can be provided as well?As per section 7 of the 6th edition of the STI
SP-001 standard, this is the same the 4th edition.
7.1.2 The following paragraphs describe minimum inspection guidelines. There are numerous AST configurations and
components and it is the responsibility of the Certified Inspector to identify and properly inspect them to conform to the
owner's requirements, industry standards and regulatory requirements,as applicable. The inspector or the inspection
company shall develop detailed checklists that identify, record, and document all aspects of each inspection.
1
