C) UN41 Y -- Hazardous Materials Program Inspection Report Facility Name : Facility Address : Date : West Wind 100 S VENTURA AVE , STOCKTON 7May 13 , 2019 SUMMARY OF VIOLATIONS (CLASS I , CLASS II , or MINOR - Notice to Comply) Item # Remarks 10 HSC 25508 . 1 (a ) - (f) Failed to submit revisions to business plan within 30 days of substantial change in operations . During the inspection , nine 8 gallon propane cylinders , one > 1 , 200 gallon and one > 159 gallon tanks of diesel (actual size off the tanks was not known/available ) , two 55 gallon drums of waste oil , one 55 gallon drum of antifreeze , and one 282 cubic oxygen cubic foot cylinder, and one 265 gallon tote of diesel exhaust fluid were found on site that have not been reported and the updated information has not been submitted . Within 30 days of one the following events , business shall electronically update the information submitted to the California Environmental Reporting System ( CERS) : - A 100 percent or more increase in the quantity of a previously disclosed material . - Any handling of a previously undisclosed hazardous materials - A change of business address , business ownership , or business name . Immediately log into the California Environmental Reporting System ( CERS) at http : //cers. calepa . ca . gov/, enter the correct or updated information , and submit to the EHD for approval . This is a Class II violation. 11 HSC 25505 ( a) (4 ) Failed to provide or document initial and/or refresher training to appropriate personnel . Employee training records were not available at the time of inspection . The business plan shall include provisions for ensuring that appropriate personnel receive initial and annual refresher training . This training shall be documented electronically or by hard copy and shall be made available for a minimum of three years . Immediately provide employee training for appropriate personnel and submit a copy of the training records to the EHD . This is a repeat violation , Class II . 12 HSC 25505 (c) Failed to have the business plan readily available to facility or EHD personnel . Facility could not provide the Emergency Response Plan and the Chemical inventory upon request . The emergency response plans and procedures , the inventory of information required by this article , and the site map required by this section shall be readily available to personnel of the business or the unified program facility with responsibilities for emergency response or training pursuant to this section . Immediately make arrangements to have the business plan readily available for review . This is a repeat violation , Class II . Overall Inspection Comments : An inspection report was provided to the facility operator on the day of inspection , May 13 , 2019 . On May 16 , 2019 the report was amended by the EHD . This amended report replaces the initial report . The report was amended to remove the tote of diesel exhaust fluid , add the 265 gallon tote of motor oil , and clean - up the narrative for the diesel fuel . Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation , and any supporting paperwork , within 30 days of receiving the completed inspection report .
