4u k_,rK IIL. / <br /> The Facility's Conformance with the Requirements of 40 CFR 112.7(a)(1) &_(21 <br /> American Paving Systems, Inc. has elected to maintain their aboveground oil product <br /> storage in two areas within a concrete containment structure and inside the shop.American Paving <br /> Systems,Inc.has taken reasonable steps to comply with 40 CFR 112.7 requirements.In each stage <br /> of their operational growth attention has been taken to account for the effects of the production <br /> and steps have been taken to ensure that methods to divert any hazardous material liquid releases <br /> to selected areas thus enabling a sensible and manageable clean up using procedures that can <br /> address the situation allowing for a quick and efficient response. The main fuel storage operation <br /> is conducted southwest of the main building. The #2 Diesel fuel tank is securely mounted on <br /> concrete in a concrete containment structure. All fueling is controlled and conducted by personnel <br /> from American Paving Systems, Inc. staff. There is no public access to the fuel storage area. <br /> Containment for Oil Products consists of 40 CFR 112.7(a)(3)(i): <br /> • 10,000 Gallon Single Wall 42 Diesel Fuel Storage Tank UL Certified 142 <br /> • 550 Gallon Single Wall Used Oil Storage Tank UL Certified 142 <br /> • 180 Gallon Single Wall Rando HD 46 Hydraulic Oil <br /> • 180 Gallon Single Wall Delo LE SAE 15W-40 Motor Oil <br /> • 5 — 150 Gallon Heating Transfer Oil tank on Paving rigs stored in the yard <br /> • 2 - 55 Gallon Single Wall Drums Motor Oils <br /> Total Oil Product storage for American Paving Systems, Inc. is approximately 11,770 Gallons. <br /> The facility is located along Comconex Avenue and limited access to the facility is <br /> established by controlled fencing and controlled roads. Vehicular traffic has limited access in or <br /> around the #2 Diesel and Used Oil tank areas. The exterior of the fuel storage systems are <br /> monitored throughout the operation and any spill will be addressed quickly. Drivers delivering <br /> fuel to the #2 Diesel Fuel Storage Tank understand their obligation in controlling fuel spills. The <br /> heating oil in the paving units is controlled by ball valves and secure piping. These systems are for <br /> on-road vehicles. As part of the continuous Release Detection Method for compliance with 40 <br /> CFR 112.7 and the Steel Tank Institute monthly inspections of the Oil Product storage systems are <br /> recorded within the SPCC Plan under Appendix B & C. The Hydraulic&Motor Storage tanks are <br /> an open area next to the west wall inside the shop and protected by their placement. The#2 Diesel <br /> Fuel tank is secure located inside containment and protected by concrete walls. The Fuel tank is <br /> also monitored and the inspections are recorded in Appendix B & C. All shipments of new fuels <br /> are conducted by certified and trained personnel who understand the delivery requirements and <br /> have the training to respond to a release of oil products. A release of oil products into the <br /> environment will most likely be through the delivery or dispensing of fuels into or out of the <br /> controlled settings. The tank is loaded through fill/spill control containment boxes and the #2 <br /> Diesel fuel loading piping is equipped with a swing check valve to prevent fuel from flowing out <br /> of the fill tube piping. <br /> Gary Reeves, LLC 9 <br />
