Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: April and May 2010 Draft Five-Year Review Recommendations, Caseworker Lori <br /> Duncan's Sites <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> draft annual review five-year review update letters issued by the State Water Resources Control <br /> Board Cleanup Fund (CUF)for various sites referenced below and comments as follows below. <br /> 1817 S. Fresno Avenue, Stockton, CA; Claim Number 11868: The CUF concurred with the <br /> EHD that active remediation of the site is necessary to reduce hydrocarbon mass in soil and <br /> groundwater and achieve water quality objects (WQOs) in a timely manner. Our agencies are in <br /> agreement. Soil samples were obtained in April for bench-scale testing in May; if the results are <br /> favorable, a work plan will be submitted to implement insitu chemical oxidation (ISCO). <br /> 1207 S. Aurora Street, Stockton, CA; Claim Number 8509: The CUF concurred with the EHD <br /> directive to destroy site monitoring wells in preparation for site closure; a no further action letter <br /> was issued June 9, 2010. <br /> 1645 Cherokee Road, Stockton, CA; Claim Number 16496: The CUF recommends <br /> consideration of site closure, with which the EHD concurs. By letter dated May 4, 2010, the EHD <br /> requested preparation and submittal of a site closure summary report. The EHD anticipates <br /> moving forward with site closure upon receipt of the report if favorable. <br /> 15600 S. Harlan Road, Stockton, CA; Claim Number 12489: The CUF concurred with the <br /> EHD directive to destroy site monitoring wells in preparation for site closure; a no further action <br /> letter was issued April 23, 2010. <br /> 602 N. California Street, Stockton, CA; Claim Number 12235: The CUF noted that the site <br /> investigation has been underway for 18 years with no active remediation and also noted that soil <br /> vapor extraction (SVE) was about to be implemented on the site. The CUF recommended that <br /> active remediation of impacted groundwater also begin without delay. Delineation of the <br /> dissolved plume is not complete; a work plan for the additional assessment has been approved <br /> but not implemented. There has been some difficulty obtaining access to surrounding residential <br /> properties and any additional assessment to complete the plume characterization may be <br /> April and May 2010 Annual 5-year Reviews Lori's Sites.doc <br />
