V
page 2, 1645 Cherokee Lane
debris. The location of this well was under the tracks that led into the bam (the tracks had
been removed as the excavation proceeded towards the east). This drinking water well
was destroyed under SJC/EHD permit and inspection on July 15, 2005. A grab
groundwater sample was collected for analysis from it before it was destroyed. It is
believed that the original purpose of this well was to supply water to steam engines.
In summary, it is obvious that the excavation activities have exceeded the scope of work
outlined in the work plan, and that areas of contamination that have been discovered are
not all related to the UST issue. SJC/EHD has had discussions about this in the field with
your consultant. In addition to encountering hotspots of petroleum contamination, your
consultant has noted that odors and analytical results indicate they are finding substances
not generally related to diesel UST's. Pockets of buried debris have been encountered,
some at 40 feet bsg. Care and concern should be exercised in segregating the
contaminated soils related to the diesel UST from contamination caused by other activities
at the site. The current excavation area incudes a former engine repair pit and engine
wash down area, in addition to the area where the drinking water well was discovered.
SJC/EHD has, by contract with the State Water Resources Control Board, authority over
subsurface contamination resulting from underground storage tank systems. As
previously approved, groundwater monitoring wells still need to be installed as part of the
UST investigation at this site. Authority over the other issues discovered at this site
resides with the California Regional Water Quality Control Board, Central Valley Region
(CVRWQCB), specifically with the SLIC (spills, leaks, investigations and cleanup) unit.
Please contact Duncan Austin with the CVRWQC13 at (916)464-4712 to request oversight
of the corrective action performed with respect to the non-UST contamination.
Donna Heran, RENS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margaret Lagorio, Supervising REHS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: James Barton, CVRWQCB
Duncan Austin, CVRWQCB
Bob Trommer, SWRCB-Cleanup Fund
Dave Solis, BES
