Please update your files to reflect ECI and the undersigned as the new <br /> consultant contact for all environmental issues concerning the CCTC Cherokee Lane property. <br /> Wry^Y <br /> We are in receipt of the Sa oaquin County Department of Environmental Health (SJCDEH) <br /> letter dated November 2004 which embellishes comments pertaining to the Hydro <br /> Environmental Technologies, Inc. Phase II Contaminant Delineation Investigation Report dated <br /> October 1, 2004. In addition to discussion pertaining to the previously preformed site <br /> investigation and proposed remedial action, your letter noted a failure in being able to effectively <br /> gauge, sample, and monitor the groundwater quality beneath the site due to the lack of available <br /> groundwater influx into the four on site wells. This circumstance has been created by the general <br /> and significant recession of the shallow and confined water bearing unit. As a result of this <br /> occurrence, the SJCDEH has requested that the current on site wells be appropriately destroyed <br /> and replaced with new wells constructed to meet the current site conditions. <br /> While ECI concurs with the SJCDEH's perspective concerning the wells, it is the opinion of ECI <br /> that the reinstallation of the wells be held in abeyance until the interim remedial action is <br /> completed. An Interim Remedial Action Work Plan is presently being prepared by ECI which <br /> presents a proposed remedial method of excavating the highly impacted soils. The excavation <br /> will encroach upon at least two of the wells and possibly three. Therefore, ECI does hereby <br /> propose that all of the on site wells be permanently abandoned as a precursor to the <br /> commencement of remedial activities.
