(HETI),and has the following comments.
Previous investigations conducted at this site have documented a release of petroleum
hydrocarbons from the diesel underground storage tank(UST)that has Irthpacted soil and
groundwater near the former UST pit area. The reported investigation was conducted to define
the vertical and lateral extent of the documented petroleum hydrocarbon contamination. Results
of this and former investigations indicate that the majority of the soil contamination is in the
immediate area of the former diesel UST pit,to a depth of approximately 40 feet below surface
grade(bsg). Contaminated groundwater has been detected in three gran samples from the
former UST area(total petroleum hydrocarbons as diesel [TPHd],TPH as gasoline, benzene,
toluene, ethyl benzene and xylenes)and in three of the onsite monitoring wells(degraded diesel).
Unfortunately, shortly after the installation of the monitoring wells the elevation of the groundwater
dropped to below the screen intervals, and monitoring and sampling of the groundwater at this
site has not been possible since May 2001. The issue of the vertical and;lateral extent of the
groundwater contamination at this site must still be addressed. The current monitoring wells
cannot provide information on the extent of the groundwater contamination and should be
properly destroyed. Monitoring wells with appropriate screen intervals must be installed before
final determination of the threat posed by the groundwater contamination can be evaluated.
The Report recommends preparation of a work plan to remediate the diesel fuel impacts at the
former tank excavation. The purpose of the reported Phase II investigation was to narrowly
define the limits of the soil contamination in preparation of conducting an interim remediation by
over-excavation of the source area. Please proceed with submittal of a work plan to conduct
interim remediation of.the impacted soil at this site, and to destroy the existing monitoring wells
and reinstall wells with appropriate screen intervals. These work plans are due for submittal to
SJC/EHD no later than December 31,2004.
