SITE CODE: 1536
1645 Cherokee Lane
Stockton CA 95205
San Joaquin County Environmental Health Department(SJC/EHD)has reviewed the file for the
above referenced site and has the following comments.
This site is currently assigned to the San Joaquin County Local Oversight Program for investigation
and remediation of contaminated underground storage tank sites. The unauthorized release of
petroleum hydrocarbons at this site was discovered in January 1999 at the time of the permanent
closure of the underground storage tank(s). Since that time, site investigations have included the
installation of direct push soil borings for the collection of soil and grab groundwater samples, and
the installation of four groundwater monitoring wells to monitor the documented impact to
groundwater.
You have been directed by SJC/EHD to perform routine quarterly groundwater monitoring and
sampling of the wells installed at this site. The last quarterly report received by this agency was
from the February 2002 monitoring event. At that time the monitoring wells had been dry for two
quarters, indicating that the groundwater elevation had been declining. In a telephone
conversation on May 30,2002 between this agency and your consultant, Hydro Environmental
Technologies, Inc. (HET), SJC/EHD was informed that the wells had been monitored in May 2002
and were again found to be dry. HET requested to wait two weeks to check the status again.
SJC/EHD verbally agreed to this request, but was never informed of the status of the wells after the
two week waiting period.
SJC/EHD directs the resumption of quarterly groundwater monitoring and sampling of the wells at
this site. If the current monitoring well network are screened too shallow to allow for the collection
of representative groundwater samples,a work plan for the installation of appropriately screened
monitoring wells must be submitted to SJC/EHD. The monitoring event must take place within 14
days of the date of this letter, and if necessary, the work plan is due for submittal to SJC/EHD by
May 2,2003. Forty eight hours notice to SJC/EHD is required prior to all site visits and fieldwork.
Donna Heran, RENS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margareagono,Supervising REHS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: James L.L.
