REMEDIAL AOMION WORK PLAN, 1645 CHEROKEE R&OD, STOCKTON, CA <br /> 1.0 INTRODUCTION <br /> 1.1 Project Description <br /> Bohm Environmental Solutions(BES)has been retained by the Central California Traction Company <br /> (CCTC) to prepare this Remedial Action Work Plan for the site located at 1645 Cherokee Road, <br /> Stockton, California. The project objectives and scope of work are based on conversations conducted <br /> by and between the San Joaquin County Department of Environmental Health (SJCDEH),the CCTC, <br /> and BES, which concluded that additional mitigation of the on site impacted soil and/or water is <br /> valid. All environmental assessment and/or remedial corrective action activities to be completed at <br /> the subject site will be accomplished in accordance with the requirements and stipulations set forth in <br /> the California Code of Regulations,Title 23, Division 3, Amendment to Chapter 16, Article 11. <br /> 1.2 Site Location and Description <br /> The subject property is located at 1645 Cherokee Road, Stockton, California and resides in a <br /> commercially zoned area (Figure 1). The site, currently owned by CCTC, is comprised of a non- <br /> paved triangular shaped lot and is operated as a rail yard and maintenance facility by the CCTC. The <br /> site is bounded on the north by a commercial facility,the south by the confluence of Sanguinetti Lane <br /> and Cherokee Road,the west by Sanguinetti Lane, and the east by Cherokee Road. <br /> 1.3 Site History and Previous Work <br /> One 1,000 gallon diesel and one 6,000 gallon gasoline underground storage tank (UST) were <br /> previously maintained on site for an unknown period of time and have subsequently been removed <br /> from the site by Thorpe Oil Company in January of 1999. <br /> Soil samples collected from beneath the exhumed tanks gave evidence to significant concentrations of <br /> total petroleum hydrocarbons calculated as diesel and detectable concentrations of dissolved phased <br /> hydrocarbon compounds. Several environmental assessments which included the advancement of a <br /> multitude of soil borings and installation of 4 groundwater monitoring wells were completed at the <br /> site at the request and direction of the SJCDEH. Evaluation of the chemical characteristics of the soil <br /> samples collected and subjected to analytical testing during the previously preformed assessments <br /> conducted, concluded that detectable concentrations of diesel range compounds ranging from 22,000 <br /> mg/kg(at 10-feet bgs)to 2,000 mg/kg(at 40-feet bgs) remained in the soil at specific locations in the <br /> vicinity of the former diesel tank. <br /> Groundwater grab samples collected during assessment activities indicated spike concentrations of <br /> diesel range compounds equal to 94,000 ug/L, 12,000 ug/L of gasoline range compounds, and 28 <br /> ug/L of Benzene(Boring B-1). Elevated concentrations of diesel equal to 2,900 ug/L and 1,300 ug/L <br /> were also identified in the B-9 and B-11 locations respectively. <br /> Groundwater gauging and sampling completed for the four on site wells has indicated detectable <br /> concentrations of diesel range compounds in two of the wells (MW-1 and 3) during the initial <br /> sampling and first quarterly monitoring event (September 2000). Subsequent attempts to gauge and <br /> sample the wells have failed due to no influx of groundwater into the wells. The wells have remained <br /> dry to date. <br /> 1 Bohm Environmental SOILItions <br />
