LIMITATIONS <br />' This report and the information herein contained has been prepared by Hydro-Environmental <br /> Technologies, Inc (herein referred to as HETI) for the sole use of Central California Traction Company <br />' herein referred to as the Client, or their assigned parties The conclusions presented in the Report were <br /> based solely upon the services described therein, and not on scientific tasks or procedure beyond the <br /> scope of described services or the time and budgetary constraints imposed by the Client The work <br /> described in this report was carried out in accordance with the attached Standard Conditions outlined in <br /> the proposal/contract <br /> The purpose of this report was to assess the physical characteristics of the subject site with respect to the <br /> presence in the environment of hazardous material/waste or petroleum products (herein referred to as oil) <br /> No specific attempt was made to check on the compliance of present or past owners or operators of the <br /> site with federal, state or local laws and regulations environmental or otherwise <br />' In preparing this Report, HETI has relied on certain information provided by observations made by HETI <br /> personnel during an onsite inspection and evaluation, personal interviews of the client, tenants, other <br />' private parties and consultants, research of available public information found in documents, records and <br /> maps provided by federal, state and/or local regulatory agencies, document libraries and utility <br /> companies This is subject to the limitations of historical documentation, as well as the availability and <br /> accuracy of pertinent records Although there have been some degree of overlap to the information <br />' provided by these various sources, HETI did not attempt to independently venfy the accuracy or <br /> completeness of all information reviewed or received during the course of this site assessment The <br /> accuracy of property boundaries, addresses, and/or assessor parcel numbers for the subject property or <br /> properties exanuned for the investigation are the responsibility of the Client <br /> Observations were made of the site and of structures on the site as indicated within the Report Where <br />' access to portions of the site or to structures on the site was unavailable or limited, HETI is unable to <br /> render an opinion as to the presence of hazardous matenallwaste or oil, or to the presence of indirect <br /> evidence relating to hazardous matenallwaste or oil, in that portion of the site or structure In addition, <br />' HETI renders no opinion as to the presence of hazardous matenallwaste or oil, where direct observation <br /> of the interior walls, floor, or ceiling of a structure on a site was obstructed by objects or coverings on or <br /> over these surfaces or when access was denied by the property owner,operator or tenant <br />' The initial site investigation took into account the natural and man made features of the site, including any <br /> unusual or suspect phenomenon These factors, combined with the sites geology, hydrogeology, <br />' hydrology, topography, and past and present land uses served as a basis for choosing a methodology and <br /> location for subsurface exploration as well as groundwater and subsurface sampling, if done The <br /> subsurface data, if provided, is meant as a representative overview of the site It is possible that despite <br /> the use of reasonable care and interpretation, HETI may not have identified illegally disposed hazardous <br />' materials and/or wastes, unreported regulatory violations, the presence of hazardous substances or wastes <br /> migrating onto the subject property from off-site sources, and unpernutted, misidentified illegal, or <br /> inappropriately abandoned underground tanks, vaults, drums, or other containers or buried impoundments <br /> ' on the subject property and its immediate vicinity <br /> Unless otherwise specified in the Report, HETI did not conduct surface or subsurface investigation <br /> involving the physical collection and analysis of air, soil-vapor, surface- or ground-water, bulk building <br /> materials, transformer fluids, and contents of on site tanks, or other containers, nor have any geophysical <br /> investigations been conducted <br />
