San Joaquin Ave. <br /> Stockton, CA <br /> SUBJECT: Soil Remediation - 3535 E. Cherokee Road, Stockton, CA <br /> Dear Ms. Hinson: <br /> Environmental Science & Engineering, Inc. (ESE), on behalf of Cecchini, Cecchini, and <br /> Giovannoni is submitting this response to San Joaquin County's (County) concerns related <br /> to the Soil Remediation Workplan and addendum submitted to the County October 26,2993 <br /> and January 21, 1993, respectively. The County's concerns were relayed by Mr. Michael <br /> Infurna to Ms. Susan Wickham of ESE by telephone. <br /> Location of Stock e: All of the stockpiled soil found at 3437 Newton Road (known as <br /> Thomas Yard) was moved to an adjacent fenced area in October 1992. The stockpile was <br /> moved for the following reasons: <br /> 1) The stockpile was located in an area that caused ponding and prevented drainage <br /> of the site. The stockpile needed to be moved prior to the rainy season. <br /> 2) Analyses performed in August 1992 by ESE (as . documented in the <br /> abovementioned workplan)indicated that the-soil contained only diesel fuel without <br /> volatiles or excessive metals concentration. A fish bioassay for the soil reported > <br /> 750 mg/L in a 96 hour LCA, a result interpreted as nontoxic. <br /> 3) A tenant was willing to rent the property as long as the stockpile was moved. <br /> Size of Stockpile: The volume of the current stockpile is estimated at 420 cubic yards based <br /> on current measurements of 64, by 176' averaging 11 1/2" depth (R. Cecchini, personal <br /> communication). ESE believes that the estimated volume of soil in the previous reports are <br /> in error. The previous report stated that 500 cubic yards of soil was excavated in the first <br /> phase of excavation (1989). Upon review of records, it appears that only 100 cubic yards <br /> of soil (plus the tanks), were excavated during the tank removal (Marty Thorpe,Thorpe Oil, <br /> 1989). Approximately 500 cubic yards of soil was excavated by ESE in 1990 based on <br /> stockpile size.
