This workplan should be reviewed by you and <br /> comments given to ESE. Upon your approval, a copy of this workplan will be submitted to <br /> the San Joaquin County Public Health Department. <br /> Background <br /> The subject site, formerly called the Thomas Yard,was a trucking terminal yard and is now <br /> vacant. Two underground tanks were reportedly located at the site. These tanks and <br /> associated piping were reportedly removed in January 1989 by Jim Thorpe Oil. Soil samples <br /> collected from beneath the tank reportedly showed detectable hydrocarbons as gasoline, <br /> diesel and petroleum constituents of Benzene, Toluene, Ethylbenzene, and Total Xylenes <br /> (BTEX). Approximately 300 cubic yards of material consisting of tank backfill and native <br /> soil were removed from the former tank area immediately following tank removal activities <br /> in January 1989. <br /> The former tank excavation remained open from January 1989 until November 1990. In <br /> November 1990 Environmental Science & Engineering, Inc. (ESE) was retained by the <br /> owner, Delta Truck Sales, to investigate the former underground tank site by drilling and <br /> remove impacted soil by excavation. In October 1990 ESE drilled soil borings to define the <br /> limits of impacted soil. Impacted soil was then removed by excavation and stockpiled on <br /> site. A report of the drilling and excavation activities entitled "Report of Soil Investigation <br /> and Overexcavation Around Former Underground Tanks at Thomas Yard, 3437 Newton <br /> Road, San Joaquin County, Stockton, California", was issued November 8, 1990 by ESE. <br /> ESE recommended closure of the subsurface underground tank area in that report.
