Executive Summary <br /> Ex-situ Bioremediation <br /> 3437 Newton Road, Stockton, California <br /> Two underground fuel storage tanks were removed from the Thomas Yard site, 3437 <br /> Newton Road, Stockton in January of 1989 by Jim Thorpe Oil. Soil samples were collected <br /> from beneath the tanks and piping,in accordance with permit requirements for underground <br /> tank removal in San Joaquin County. Soil sample analyses reported Total Petroleum <br /> Hydrocarbons, as diesel concentrations at a maximum of 5,500 parts per million. Two soil <br /> samples reported detectable Total PetroleuHydrocarbons as gasoline at concentrations <br /> of 12 and 2,200 parts per million. Bem nzene was not detected in any of the samples and the <br /> analytical results are interpreted as diesel fuel. Ethylene dibromide was analyzed for and <br /> reported as nondetectable in all samples. Lead was also analyzed for and reported at or <br /> below 9 parts per million. This lead concentration is well below the state designated Total <br /> Threshold Limit Concentration of 1,000 parts per million. <br /> The excavation at the site remained open from January 1989 through November 1990. In <br /> November 1990 Environmental Science & Engineering, Inc. (ESE) was retained by the <br /> owner, Delta Truck Sales, to investigate the former underground tank site by drilling and <br /> remove impacted soil by excavation. In October 1990 ESE drilled soil borings to define the <br /> limits of impacted soil. Impacted soil was removed by excavation and stockpiled on site. <br /> All soil containing elevated concentrations of hydrocarbons was removed from the <br /> subsurface. Approximately 800 cubic yards of soil was added to the stockpiled soil at the <br /> site. A report of the drilling and excavation activities entitled "Report of Soil Investigation <br /> and Overexcavation Around Former Underground Tanks at Thomas Yard, 3437 Newton <br /> Road, San Joaquin County, Stockton, California", was issued November 8, 1990 by ESE. <br /> In this report ESE recommended closure of the subsurface underground tank area. <br /> In July of 1992, Cecchini, Cecchini& Giovannoni took on ownership of the property. These <br /> new owners, are actively seeking to clean the site. ESE, on behalf of Cecchini, Cecchini, <br /> and Giovannoni have proposed onsite remediation of the stockpiled soil from the former <br /> Thomas Yard underground tank area. <br /> The stockpiled soil was sampled by ESE in August of 1992 in order to determine the current <br /> concentrations of hydrocarbons in the stockpile soil and formulate a remedial plan. Soil <br /> samples were analyzed for TPH as gasoline, diesel, BTEY, metals and bioassay. Analytical <br /> results for the composite soil samples analysis showed nondetectable TPH concentrations <br /> as gasoline and TPH as diesel ranging from 24 to 1,900 milligrams per Kilogram (mg/kg). <br /> Metals analyses were all below regulatory limits and the fish bioassay showed the material <br /> to be nonhazardous. These analyses verified that the soil does not contain volatile fuel <br /> components. The soil can be classified as nonhazardous. <br />
