<br /> 1.0 INTRODUCTION
<br /> This plan establishes and presents the health and safety procedures to be used as guidelines
<br /> for the site assessment and overexcavation activities near the underground tank excavation
<br /> at the Thomas Yard at 3437 Newton Road Stockton, CA shown on Figure 1 - Location
<br /> Map.The purpose of this plan is to identify procedures for avoiding hazards which may be
<br /> present on the site in the form of onsite chemical contamination as well as equipment
<br /> hazards. The provisions of the plan apply to all Environmental Science & Engineering,
<br /> r_. Inc- (ESE) employees,subcontractors, and visitors to the site as wcll as Federal, State and
<br /> local agency officials. All are expected to exercise good judgment and follow the safety
<br /> i rules and regulations established by their individual organizations as well as those rules and
<br /> procedures outline6 in this document.

<br /> I There currently exists on site an Ushaped excavation approximately 40 feet long by 10 feet
<br /> wide by 10 feet deep on one side, and 30 feet long by 10 feet wide by 15 feet deep on the
<br /> other side. This hole was dug to remove a 10,000 gallon diesel tank,2,000 gallon gasoline
<br /> ' tank, and the associated piping.
<br /> ± The work plan calls for the drilling and sampling of one or more borings within the building
<br /> s next to the excavation to assess the lateral and vertical extent of soil containing
<br /> ,._ hydrocarbons, and to enlarge the excavation (overexcavate) to remove sur-iaueding soil
<br /> + containing hydrocarbons.
<br /> The excavating and sampling will be accomplished with an excavator and the boring(s)will
<br /> be drilled with a small hollow-stem auger rig.
<br /> 2.0 PROJECT SAFETY PERSONNEL
<br /> Personnel responsible for the project safety are the Project Safety Officer, the Project
<br /> Manager and the Health and Safety Officers.
<br /> The Health and Safety Officer is responsible for the delivering the plan and all pertinent
<br /> addenda to the Project Manager and for advising the Project Manager and Project Safety
<br /> Officer on health and safety matters. He has the authority to monitor and audit compliance
<br /> with the provisions of the plan,suspend work or modify work for safety reasons,and dismiss
<br /> individuals whose conduct on-site endangers the health and/or safety of others.
<br /> The Project Manager is responsible for the distribution of the plan to all field personnel
<br /> and to an authorized representative of cacti firm contracted to assist with the on-site work.
<br /> The Project Manager is also responsible for implementing the plan and its addenda.
<br /> Implementation includes review of field personnel's compliance with medical and
<br /> information requirements, training of field personnel involved with the project, provisions
<br /> for appropriate safety equipment, and that the required safety documents be submitted to
