Environmental •
Science &
Engineering,Inc.
.C,«owo.., RECEIVED
MAY 2 2 9901
ENVIRONMENTAL HEALTH
PERMIT/SERVICES
April 30, 1990
Proposal No. 90-M-088
Mr. James Brathovde
Central Valley Regional Water Quality Control Board
3443 Routier Road
Sacramento, CA 95827-3098
SUBJECT: Work Plan for Site Investigation of former Surface Impoundment at Delta
Truck Sales, Stockton,San Joaquin County, California
Dear Mr. Brathovde:
Environmental Science & Engineering, Inc. (ESE) has been retained by Delta Truck Sales,
3535 Cherokee Road, Stockton, to perform a site investigation of a former surface
impoundment area at their facility.
Background
The surface impoundment area was formerly used to collect wastewater from steam
cleaning trucks and truck parts. Several years ago the impoundment area was backfilled
to grade with soil from the site.
Initial investigation activities were conducted at this site in 1987. Analytical results of soil
samples indicated soluble lead concentrations in excess of the Soluble Threshold Umit
Concentration (STLC) value of 5.0 mg/L Based on these results, the Central Valley
Regional Water Quality Control Board (CVRWQCB) classified the impoundment as a
hazardous waste site subject to the regulations of the Toxics Pit Cleanup Act of 1984
('PPCA).
Kleinfelder & Associates supervised the excavation of a large portion of the impoundment
and the surrounding area in June 1989 in an attempt to assess the vertical and lateral extent
of the hazardous materials. Approximately 5,000 cubic yards of material was removed and
stockpiled before field activities ceased in order to re-assess the scope of work.
Figure 1 - Excavation/Sample Location Map shows the approximate extent of the
excavation and soil sampling locations within the excavation. Three soil samples were taken
at each location (except S-4), labeled S-1 through S-7, from depths of 1.5 to 2 feet, 8 to
597 Center Avenue,Suite 350 Martinez,CA 94553 Phone(415)372-3637 Fax(415)372-3790
C,.....e.l.,L......... H....1o.IC.000 L.r
