Box 8068 <br /> Stockton, CA 95208 ENVIRONMENTAL HEAUH <br /> PERMITISEW(To <br /> COMMENTS REGARDING PLAN TO SAMPLE EXCAVATED SOIL AT DELTA TRUCK SALES, <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Site assessment work at the Delta Truck Sales, inc. , toxic pit must include <br /> investigation of ground water contamination, and definition of the full extent <br /> of soil contamination. We are looking forward to receiving a plan to complete <br /> the entire site investigation as well as remediate the known soil <br /> contamination problem. This letter addresses the current phase of the <br /> investigation as proposed in your most recent work plan. <br /> Several thousand cubic yards of contaminated soil were excavated from the <br /> former surface impoundment and surrounding area at Delta Truck Sales, Inc. In <br /> order to determine appropriate treatment or disposal options for this soil , <br /> further chemical characterization of the soil was determined to be necessary. <br /> Kleinfelder Associates proposed to sample and analyze the soil stockpiles as <br /> described in a work plan submitted to the Regional Board on 30 August 1989. <br /> This letter presents comments on that work plan, suggestions for sampling <br /> which could be implemented at this time to guide further excavation, and a <br /> request for information concerning the nature of fill material found at the <br /> site during excavation. <br /> WORK PLAN COMMENTS <br /> i <br /> We have reviewed the above mentioned workplan, and have the following comments <br /> regarding its implementation: \, <br /> 1 . Before samples are collected, a topographic survey of the site should be <br /> conducted. The survey should be used to: <br /> a. Establish a sampling grid over the soil stockpiles and the <br /> excavation. This will be necessary in order to implement the <br /> sampling plan as proposed. Grid points can be located during <br /> sampling from a baseline in the field established with the survey. <br /> b. Estimate the volume of soil stockpiles and volume of the <br /> excavation. <br /> C. Establish the boundaries of the surface impoundment in the field <br /> using measurements scaled from aerial photographs of the site. <br /> This can be used to guide further excavation as well as help <br />
