Discharge from the area was collected in an elongate trench <br /> with approximate dimensions of 20 feet by 40 feet (Plate 3) <br /> According to a report by J.P. Services, dated 12 June 1987 , <br /> samples of soil from the pit were analyzed. Results of analyses <br /> indicated that soil contained total extractable hydrocarbons <br /> ranging from 50 to 3 ,800 ppm and soluble lead with concentrations <br /> in excess of the Soluble Threshold Limit Concentration (STLC) . <br /> { The California Regional Water Quality Control Board (CRWQCB) <br /> advised Delta Truck Sales that the trench constituted an <br /> impoundment and, since toxic materials were present, the area is <br /> regulated by the Toxic Pits Cleanup Act (TPCA) . <br /> Kip Prahl Associates prepared a proposal dated December 3 , 1987 <br /> which outlined a plan for the delineation of contamination in the <br /> area of the former pit and removal or declassification of <br /> hazardous waste from the site. Ms. Patricia Leary of the CRWQCB <br /> delineated the following areas of concern in a memorandum dated <br /> ( <br /> 26 January 1988 : <br /> o A "qualified person, " having at least 5 years of full- <br /> time hydrological experience and who is certified as a <br /> Certified Engineering Geologist, Registered Geologist, <br /> or Registered Civil Engineer must be identified to <br /> complete the work required and interpret the results . <br /> 2 <br />
