0 <br /> CHEROKEE FREIGHT LINES <br /> GROUNDWATER MONITORING WELL INSTALLATION WORKPLAN <br /> JULY 2004 <br /> This Groundwater Monitoring Well Installation Workplan (Workplan), submitted on <br /> behalf of Cherokee Freight Lines (CFL), describes the proposed location and design of <br /> monitoring wells to be installed in the CFL land application area. The Workplan was <br /> prepared based on requirements presented in the document Requirements for Monitoring <br /> Well Installation Workplan and Monitoring Well Installation Reports, provided by the <br /> California Regional Water Quality Control Board (Regional Board). <br /> A. GENERAL INFORMATION <br /> CFL transports food-grade products (e.g., chocolate, molasses, fruit juices, wine) in <br /> tanker trucks throughout the San Joaquin Valley region. CFL operates a truckwash <br /> facility in Stockton, California that generates rinsewater from the washing of tank interior <br /> and truck exterior surfaces. The rinsewater is treated in an onsite wastewater treatment <br /> plant that includes settling, screening,pH neutralization, and dissolved air flotation. The <br /> treated effluent is hauled by truck to storage tanks at the CFL land application site,'where <br /> it is blended with supplementary groundwater and used for irrigation of pasture and <br /> orchards. A site map for the CFL facility is presented as Figure 1. <br /> CFL received a Notice of Violation (NOV) dated 10 June 2004 from the Regional Board <br /> that includes a requirement for installation of monitoring wells at the CFL land <br /> application site. According to the NOV: <br /> Groundwater monitoring is required to determine if the wastewater discharge is <br /> degrading groundwater quality. Therefore by 30 July 2004 CFL is required to <br /> submit a groundwater monitoring well installation workplan. The workplan must <br /> be prepared under the supervision of a California licensed engineer or geologist <br /> and shall be consistent with the attached guidance document Requirements for <br /> Monitoring Well Installation Workplans and Monitoring Well Installation <br /> Reports. The workplan must include a schedule for well installation and all <br /> installation work shall be completed by 30 September 2004. Groundwater <br /> monitoring shall begin no later than the Fourth Quarter 2004. <br /> The purpose of this Workplan is to provide a workplan for the installation of sufficient <br /> monitoring points to evaluate groundwater flow direction and background groundwater <br /> quality.
