Box 960001 <br /> Stockton, California 95296-0250 <br /> DRAFT FINAL, BIOVENTING/SOIL VAPOR EXTRACTION SITES REMEDIAL ACTION <br /> WORKPLAN AND QUALITY CONTROL CONSTRUCTION PLAN (95%) VOLUMES 1, <br /> 2, AND 3, DEFENSE DEPOT SAN JOAQUIN, TRACY SITE <br /> Dear Mr. Clemons: <br /> The Department of Toxic Substances Control (DTSC) has completed their review of <br /> the above mentioned design document (Design Document), dated September 1999, <br /> and the October 14, 1999 Technical Memorandum on Solid Waste Management Unit <br /> (SWMU) 20 recommending no further action. <br /> The Design Document details the specifications for five sites recommended for further <br /> remedial action in the Basewide Record of Decision (ROD), dated April 1998. The <br /> Technical Memorandum recommends elimination of SWMU 20 from further action <br /> based on the recent site activities and the estimated mass remaining. <br /> Overall, both documents address all of DTSC's concerns on the 60% Design, except <br /> for the cost information. DTSC disagrees, "...that cost information is only required <br /> where remedial actions are funded by EPA." Accurate cost information is necessary to <br /> establish the cost effectiveness of a remedial action. Additionally, accurate cost <br /> estimates will assist in determining the criteria for "shut down" of a system.
