Both
schedules contain multiple instances in which "TBD" is cited as the delivery
date for final documents.
While we understand that there are issues which have led the managers to
agree to extend submission dates for final primary documents, we believe that
the absence of submittal dates is inconsistent with the intent of the FFA.
Please refer to FFA sections: 7 applicability, 6 deadlines, 9 extensions, 13
enforceability. In order to be consistent with the FFA and the terms for
document review/extensions, EPA is requesting that DLA provide FFA schedules
which specify for each primary document the schedule for delivery of the draft
and draft final documents. If future changes to the delivery dates are
required, they can be accommodated via the extension provisions of the FFA.
