Rnv UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
Region 9
75 Hawthorne Street
San Francisco CA 94105-3901
V EU
May 13, 1999 MAY 18 1999
ENVIRONMENTAL HEALTH
Marshall Cloud PERMIT/SERVICES
Environmental Protection Office ERVICES
DD-Tracy
P.O. Box 960001
Stockton, CA 95296-0250
RE: EPA's Year 2000 Enforcement Policy
Dear Marshall,
Enclosed for your information is EPA's Year 2000 enforcement policy, which encourages
the prompt testing of equipment at Superfund sites to determine any vulnerability to the Year
2000 (Y2K)technology. Lists of the types of equipment that may be impacted are also enclosed.
When the calendar changes to the year 2000, computers and other equipment with embedded
computer chips may have difficulty interpreting the correct date. Some computers and
equipment may contain embedded computer chips that become permanently unable to function
properly. Others may continue to operate but erroneously. Others may simply stop operating. If
site computer system or equipment malfunctions on January 1, 2000, environmental and health
problems could result from a release of pollutants.
I am requesting that you provide information concerning your efforts to assess, correct,
and develop contingency plans, as needed, for the subject site to determine compliance with Y2K
technology. Note that at sites with multiple Operable Units (OUs),there may be variable actions
to be taken at each OU, depending on the equipment and dates of activities taking place there. If
you have already completed an assessment for your Defense Logistics Agency's Head Quarters
Office, please submit a copy of that assessment and your corrective action plan(if necessary) to
me by June 15, 1999. If your assessment is ongoing, consistent with the requirements of your
Head Quarters Office, please provide us with copies of reports and correspondence to date.
